Method
A facilitated engagement that builds the TPP across clinical, operational, access and commercial domains. Each row gets a minimum / target / aspirational commitment with a named owner and the evidence anchor that supports it. Where the team cannot converge we record the trade-off - decision, rationale and revisit date - so silent misalignment doesn't survive the sprint.
