Method
We reduce the strategy to the few objectives the year genuinely turns on, weight them explicitly, and define the stakeholder-level behaviours that would indicate progress. Each behaviour gets a measure and a named data source, so the strategy becomes something the field can be planned and coached against rather than a document reviewed once a year.
Assumptions
- Leadership will accept explicit weighting, including the objectives that lose out.
- The named data sources are reachable and maintained.
Limitations
- Weightings age; the model needs a re-weighting cadence to stay honest.
- Behavioural measures are indicators, not proof of causation.
