Every attribute is anchored to a live evidence object from the Evidence Synthesis Engine, every disagreement is recorded as a trade-off rather than smoothed over, and every downstream asset (GVD, Narrative Workbench, NMA, Model Studio) reads from the same locked version.

## How we run it

1. **Frame the attributes** — Build the attribute architecture across clinical, operational, access and commercial domains. Each row gets a minimum, target and aspirational commitment with a named owner.

2. **Anchor every row in evidence** — Pull the evidence object directly from the Evidence Synthesis Engine. Strength, GRADE certainty and study count travel with the claim, not a copy and paste.

3. **Surface trade-offs** — Where the team cannot converge, record the disagreement, the decision, the rationale and the revisit date. Silent misalignment is the failure mode this prevents.

4. **Lock and refresh** — Version the TPP with named attribute owners. Refresh on a cadence you set, with change flags whenever the underlying evidence moves.
